Why is it ok offline but not online?
Because its a lot different seeing $1000 on a computer screen then holding a big wad of twenties. Also teens can just steal their parents CC.

Most larger online gambling sites have measures in place (that work well) to prevent people under 18 gambling. It was a weak thing to do IMO, in the first place it shouldn't be illegal and to tie it in to another bill that was required. :(
